Cecil was born in Belize City, in the small town of Dangriga. He migrated to the United States in 1976. He attended Verbum Dei High School when he became a volunteer worker at Martin Luther King Jr. General Hospital. It was during his time as a volunteer that he became interested in pursuing a career in the medical field. After graduating from High School he attended El Camino College and then transferred to Southland Career College where he obtained a degree as a Surgical Technologist. He then returned to Martin Luther King Jr. Hospital where he gained his training handling instruments and assisting surgeons in the operating room theatre. After working two years as a Surgical Technologist he gained interest in specializing in Orthopedic Surgery and Sports Medicine. He decided to further his education by attending Cal State University of Dominguez Hills and Southwest College for his undergraduate studies.

He was accepted to the Physician Assistant Program at Charles R. Drew University of Medicine and Science. During his time there not only did he excel in his studies, but also became Student Body Class President for the year 1999-2001. Finally, after a lot of hard work he obtained a Bachelor of Science Degree in 2001.

As a Physician Assistant, Mr. Reyes worked in Family Medicine under the supervision of Dr. Accie Mitchell at Florence Western Medical Clinic. Mr. Reyes accepted an invitation to work in Louisiana with the Louisiana Orthopedic and Spine Institute. Now, Mr. Reyes is a PA for the Arthritis Institute and his duties include assisting with direct pre and postoperative care, and assisting in surgery.
